Water Transactions

The DRC’s suite of water transaction tools—including Instream Water Leasing, Permanent Water Rights Transfers, the Groundwater Mitigation Bank, and the future Deschutes Water Bank—offers flexible, voluntary means to move water to where it’s needed most. These market-based approaches protect water rights and enhance long-term river health.

The DRC’s instream leasing program protects water rights, restores flows, and offers flexible lease options for districts and landowners.

Permanent Water Rights Transfers

The DRC facilitates the transfer of water rights for permanent instream use, restoring flows and generating mitigation credits for cities and water providers.

Groundwater Mitigation

The program offsets groundwater use with mitigation credits to protect streamflows and support long-term water sustainability in the Deschutes Basin.

Deschutes Water Bank

The Deschutes Water Bank matches unused water supply with buyers through voluntary, temporary market-based exchanges that support farms, cities, and rivers.
